A Taser is an electroshock weapon that uses electrical current to disrupt voluntary control of muscles. Its manufacturer, Taser International, calls the effects "neuromuscular incapacitation" and the devices' mechanism "Electro-Muscular Disruption (EMD) technology". Someone struck by a Taser experiences stimulation of his or her sensory nerves and motor nerves, resulting in strong involuntary muscle contractions. Tasers do not rely only on pain compliance, except when used in Drive Stun mode, and are thus preferred by some law enforcement over non-Taser stun guns and other electronic control weapons. At the present time, there are two main police models, the M26 and X26. Both come with various accessories, including a laser sight and optional mounted digital video camera that can record in low-light situations. Taser International is also marketing a civilian model called the C2. On 27 July 2009, Taser introduced the X3, capable of subduing 3 suspects without reload.

Tasers were introduced as less-lethal weapons to be used by police to subdue fleeing, belligerent, or potentially dangerous subjects, often when what they consider to be a more lethal weapon would have otherwise been used. The use of Tasers has become controversial following instances of Taser use that have resulted in serious injury and death, and while they are far less lethal than many other weapons, the U.N. are concerned that use of Tasers may amount to torture, and Amnesty International has reported cases where they believe that their use amounted to "cruel, inhuman or degrading treatment which is absolutely prohibited under international law".

Will using a taser on a dog kill it? Can a taser immobilise a rabied rottweiler?
Q. I'm in a country where stray dogs roam the streets and get aggressive at times. In rural areas I can't even get a rabies shot if I'm bitten. I want to immobilise aggressive dogs if they start following me. Is a taser the best way to immobilise them with little risk to myself, and will it work?

A. It depends on 2 things: 1) what level of voltage the taser is at. 2) what size the dog is. Not sure what to tell you about the voltage lvl of the taser. But as for the size of the dog, if it's a medium or big dog a normal taser should effect it just like a human. Small dogs would be risky, use caution. If you're worried about the taser being unsafe, pepper spray works on dogs just like it does with people. Just aim for the eyes. There shouldn't be any permanent damage done and it works on rapid dogs just as well.

What are the legal ramifications of using a taser on someone who enters my garage illegally?
Q. I've had this happen on several occasions and it usually occurs on weekends (teenagers looking for beer or something in our garage refrigerator). What I'd like to do is lie in wait for some clown to enter my garage on a Friday night. As he exits my garage, I'd like to taser him & teach him a lesson. Is this legal? Could I rough him up a bit then throw him in the street? Would I go do jail? I want this nonsense to stop. And, yes, I close my garage door as often as I can, but sometimes I forget. Nonetheless, I shouldn't have to worry about someone - anyone - trespassing onto my property at any time. How do I know a person's not going to enter my house and do something to my wife/kids? I look at it as I'd be defending myself. I… [cont.]

A. In short, you are not permitted to use excessive force to defend your property. That being said, each jurisdiction, and even each judge, has a different idea of what "excessive force" is. To be safe, you're better off contacting your local police department for advice. They should be able to advice you on what could possibly be considered excessive force. If someone actually has entered your home, you do have a right to defend your family and yourself. You can arm yourself against an intruder, and if you feel threatened, you have a right to neutralize that threat, but only to a certain degree. There is a big gray area around what is considered reasonable and what is considered excessive. I would consult your local police department… [cont.]
